ISO8859-1 encodes what it refers to as "Latin alphabet no. 1,". But Russian is based on a Cyrillic alphabet and there are 3 commonly used charsets for it: KOI8-R, CP-1251 (Windows-1251), ISO 8859-5.

So you can commit only one Russian charmap, for example CP-1251 (Windows-1251) that is the mostly used.
