[Lcdproc] Cfontz OffBrightness value doesnt work

The display should toggle between the two brightness values
whenever the backlight changes.

The backlight changes can be triggered from a client using a command.

One example client that changes the backlight is lcdproc.
In the [Load] screen it changes the backlight depending on the load.
The thresholds are configurable.
