You don't need to write patches for things that are implemented already and 
that can be easily configured at run time (like removing comment characters 
from config files).

The default (depending on $SHELL) is sane for most systems,
but others can easily change it easily to fulfil their needs.

I did not commit those files to CVS since they looked very 
distribution dependant and did not comply with LSB 3.x
(LSB = Linux Standards Base).
They contained script names and paths that according to my knowledge
did not exist on SuSE (and SuSE is an RPM based distro as well),
had no LSB headers, did not use LSB functions, ...

You might try the LSB init scripts from CVS.
They should work for all LSB 3.x compiant systems.
