[Lcdproc] Disable heartbeat at startup

Screen heartbeats can be disabled using the 'screen_set screen_id
-heartbeat off' command from a client.  Menu heartbeats CANNOT be
disabled without modifying LCDd or a driver.  Since we wrote our own
driver, we chose that option.
