How do you do it with the NT port?

The duration needs to be changed.  A client can now specify a duration,
but previous versions of the protocol didn't support this so most
clients take the default.

Looking at the code, the comments and the value for the default duration
don't match.  The default duration is set to 32 counts (1/8ths of a
second) but the comment says 8 seconds.

I've made two changes to the server.  One is a new command line option
to specify a "waittime" for the default duration.  The other is to
change the default duration to 8 seconds.

I'll push those changes into CVS and post another tarball.  It will take
a little bit though.  I've got a number of other fixes I'm putting in
for the CBAUD stuff and other FreeBSD problems that were reported.  I'm
trying to integrate the ioperm fixes from GFK right now...
