[lcdproc] New NT LCD Driver

I have put up the ground up rebuild of the NT LCDD.  I have also created a
board to keep up with support for it.  Check out http://www.2morrow.com for
all the info.

This new version is NT only right now,  its a complete ground up rebuild and
will be using a different plug-in api.  I guess its really a break from the
LCDproc code but due to stability I had to go this route.

All questions and comments are welcome.  Please post the in the web forum so
