You could use an LM3909 there are some circuit diagrams at
www.national.com

However the self blinking LED is probably the best way to go if you
only want it to blink.

Subject: [lcdproc] LED

Hi,
I would like to have a blinking LED underneath my MO display.
Does anyone know a circuit to make a LED blink every second?

Thanx
